After falling from the upper tier stand

First I hope the chap is okay

Secondly I wonder what, if anything can be done to prevent future falls?

Newmarket.
I mean, I hope the bloke's ok but "fell from the upper tier" although true, Is thankfully misleading.

A bit like "I fell off a 30ft ladder at work and didn't even suffer a scratch. I fell off the bottom rung."

"The Leeds United supporter who fell from the upper tier of Stamford Bridge on Wednesday night is a football hooligan who was jailed for punching a former England goalkeeper in 2012, Mail Sport can reveal.

Aaron Cawley, 33, was jailed for four months and given a six-year ban from football after running on the pitch and attacking then-Sheffield Wednesday keeper Chris Kirkland during a televised match in 2012"

i have to say that there are a lot of stadia where the wall on the front row of tiered stands appears to be lower than is healthy or safe.
