This says that if Chelsea were to win the Champions League and Man United were to win the Europa League while both finishing outside the top four, fourth place would still qualify for the Champions League.
Unless I'm being characteristically thick, the best you could say for sections of this article is they're confusingly vague. It doesn't, for example, clarify that Sheffield United could only qualify for Europe if they win the FA Cup.

I believe 4th would get Europa League if Chelsea and Man Utd qualify for CL by winning the CL and EL, and are outside of the top 4.

No we won’t, we’d still have to win the FA Cup, it’s been a good number of years since a place was available for the runners up if the winners had already qualified for Europe.

Man City winning the CL won’t make a difference as they are almost certain to finish top 4.

Man Utd winning the Europa League would only matter if they finish outside the top 4, but English clubs would get a 5th spot in the CL so won’t make much of a difference.

West Ham winning the conference League shouldn’t make much of a difference as the PL would be given an extra place in the Europa League for next season.

Chelsea winning the CL (and not finishing top 6 or 7) Man Utd winning the Europa League (and not finishing top 4) and West Ham winning the conference League could open up a can of worms depending on what is the maximum number of clubs UEFA would allow in European competition from one country.

If anyone is worried about the Chelsea, Man Utd and West Ham scenario it’s a nice 100/1 treble with most bookies (to win the individual competitions not where they might finish in the PL), would more than pay for the beer to numb the pain of us missing out on Europe through some bizarre quota rule.
