You need something like Photoshop or Paint Shop Pro. Just do Image - Resize.

Suppose you could crop it to get rid of the leaves and stuff, but I'd quite the whole dog in the picture.

If you use paint shop or anytihng like that you can resize the image to make it within the size allowed for an avatar.
