If the manager targets a player, the board still have to approve the purchase. And if the chairman likes the idea of a player he is fully entitled to say to the manager that he wants him. The manager can, of course, say that he doesn't think the purchase is a good one and the chairman can take that advice or not, as he chooses. It's not the manager's money.
I have no idea how the discussions went between chairman and manager in these purchases or others, and nor do you, but don't let that stop you making things up to suit your biased agenda.
So what you are saying is you agree that the chairman has final say on which strikers we buy according to ability and not price which of course is quite rightly solely at the chairmans discretion.
