Final decision at lab conference?

Anyone reckon they are putting out this reason for delaying the final decision untill the conference when they can give the decision live in brighton with max publicity?

The fact its taken 7 months to come up with an 'err, maybe' proves it is very low indeed down their list of priorities.

Also the theory that it has taken 7 months to 'make the case watertight' has just been shot down in flames.
