CGI Limits

I keep on getting this on my screen.

Is it because there are too many of us? I wonder if we will reach our highest amount of users on the board today. Only 197 to go!!!!!!! Our highest was when LK might have gone to QPR!

I am not sure what cgi would have to do with this board. Its PHP and mySQL as far as I know.
