I have been thinking exactly the same thing myself on the way home.
They're not clearing the site but building something that looks like a groyne. It has been there for quite a few months now surrounded by rusty corrugated iron.

I found out today as we parked our car in the Marina.

It is a combined sewage overflow. Southern Water are building it as an extra sewage outlet.
