Anti-Falmer banner on A27?

Did I read this right in my half dozed approach to work On the bridge before Falmer eastbound there's a banner that says something about Toads Hole Valley - trouble is the ink has run due to rain!

I thought it was one of ours saying there was a hole in the bid for Toads Hole Valley but as you say the ink has run which has made it almost unreadable.
