My guess would be that the decision would arrive to all interested parties at 9am - probably a by 9am courier. We were never going to know at dead on 9 - nobody wants to put out half a story and be proved wrong. The ODPM website won't be updated until about 11 I wouldn't have thought - their webmaster probably starts at 9. It might be a big decision for us but fairly run of the mill for them.
