Two goals in the first 8 minutes is good, but I wonder about the strength of the team Mechelen put out as they already had first place wrapped up.

The UK Home Office has a points-based system based on which clubs must apply to The FA for a "Governing Body Endorsement" for such players. (See p551 of the Premier League Handbook 2018/19 (Download PDF, size: 8.39MB))
If the player does not automatically meet these criteria, the club can request an FA Exceptions Panel consider the player’s experience and value in order to determine whether a Governing Body Endorsement should nevertheless be granted

Will that apply to players from March if we crash out with a brexit no deal?
Presumably our foreign contingent that we have bought and also them on loan will have to apply for a work permit and people like the Argentine player will have had to play international football?

South Africa are currently 74th, they'd need to climb to 50th for Tua to qualify for a permit under the rankings rule and then he'd have to had played in 75% of their games over the last 2 years.
Their chances of climbing the 24 required spaces look incredibly slim, they'd probably need to win the 2019 African Cup of Nations to have any chance and haven't even qualified for the finals yet with 1 group game to go, away to Libya in what is a winner takes all game for the runners up spot in the group.
It's going to be one for the Exceptions Panel.
This the criteria (you need 4 points to qualify):
Criteria
The transfer fee paid for the player is above the 75th percentile of qualifying transfers. 3 pts
The transfer fee paid for the player is between the 50th and 75th percentile of qualifying transfers. 2 pts
The player’s wages are above the 75th percentile of qualifying wages. 3 pts
The player’s wages are between the 50th and 75th percentile of qualifying wages. 2 pts
The player’s current club is in a top league and the player has played in at least 30% of available minutes. 1pt
The player’s current club has played in the group stages or onwards of a continental competition within the last 12 months and the player has played in at least 30% of the available minutes. 1 pt

How long have South Africa and Argentina been in, or governed by the regulations of, the EU? Even less to do with Brexit than some of the other things fancifully attributed to Brexit!
The Argentine has a European passport. As do Bruno, Montoya, Bong, Duffy, Knockaert, Propper, Andone among others.

I thought the idea of sending him on loan to Belgium was to get a Belgium passport which is easier and quicker to obtain than those in the UK.

Yes, and they're here now, and working. No problem - EU nationals (if that's what they count as) working here won't be sent away - that has already been decided.
