Clarification:

Contrary to some incorrect reports in the media related to the penalty kick procedure (Law 14), the ball will remain in play in the event of a penalty kick rebounding from the goalkeeper, crossbar or goalposts.

The only change to Law 14 agreed at the 133rd IFAB Annual General Meeting, is that the goalkeeper is now required to have only one foot on, or in line with, the goal line when a penalty kick is taken.

The other one they just mentioned on the channel is that there will be no rebounds from penalties, if the ball hits the post or goes to the attacker from the keeper, play will be stopped.

Wont see anymore of the likes of Dunk's challenge on the rebound.

Isn't that more to do with penalty shoot outs?

The penalty thing is confusing. From what I've read it seems that at a penalty in normal play, once taken play stops. No rebounds.

Play will stop for a restart if a penalty is saved or hits the post, meaning there will be no chance to follow up and score from rebounds, meaning players will no longer need to line up on the edge of the area.

So how do they restart the game?

If this one is not a wind-up, it sounds very odd. The scramble for a rebound is a great dramatic moment in any game - why lose it? I can only assume it's because refs can't cope with the melee which probably quite often should result in another penalty, but never does. With VAR though, they should be able to handle that.

With that rule in place - Watford wouldn’t have had one of the best moments of their recent history... (and one of Le Petit Magicien’s worst)

Great news, the stupid option of no rebounds from penalties has been dropped, so no rule change on penalties other than keeper one foot change)

Sorry if fixturers but there was a big announcement from Scotland over the weekend, accompied by the excellent Dua Lipa track of the same name IFAB announced new rules to be implemented from next season.

1. Accidental handball goals will be disallowed regardless of intent
2. Handball will be given if it strikes an arm beyond the body's natural silhouette
3. Attackers banned from walls at free kicks
4. Substituted players must leave by the nearest touchline or goal line or face a yellow card
5. Goalkeepers need only have one foot on the goal line at penalties, their other foot can be in a place of their choosing
6. Red and yellow cards to be shown to dissenting team officials, included but not limited to managers and coaches, depending on seriousness of dissent and who it is directed at.
7. At set pieces one player from both sides must be outside of the attacking penalty box
8. Goalkeepers can now pass to a player inside of the box to a player of their choosing from a goal kick.

Rules were presented by the IFAB to FIFA yesterday, a lavish presentation accompanied by the Dua Lipa hit of the same name. The FIFA officials were impressed with the presentation and have today ratified these rule changes to begin globally from the start of the next domestic season in Europe.

Or rebounds from the corner flag (if Geoff Thomas takes the pen), the ball remains in play.

Once again, to the tune of Dua Lipa's mega hit 'New Rules, the EPL have announced new rules for the coming season:

New rules

The biggest change is that each team can make five substitutions a game, up from three.

The Premier League brought the rule in for the remainder of the 2019-20 season when football returned after the first Covid lockdown in 2020.

While most of Europe's other leagues - and Uefa competitions - kept five subs, English football went back to three.

Now five substitutions will be allowed from a bench of nine players. Teams have three opportunities to use their five subs - plus the option to make them at half-time - after which no more subs can be made.

Players will only take the knee before selected games now, previously the anti-racism gesture featured before every match, unless there are incidents of racism in stadia or online where PL captains have the facility to call an urgent meeting and to reimpose the taking of the knee permanently.

Premier League clubs have been advised not to stop games for a medical emergency in the stands unless absolutely necessary, where a supporters life may be in danger.

Assistant referees have been instructed to only delay raising their flag for an obvious offside when there is an immediate chance of a goal and tight calls and to flag more vigorously to ensure play can be stopped as quickly as possible.

There will be enhanced searches outside stadiums and the use of sniffer dogs to cut down on flares and smoke/stink bombs in games.

In another change, the Premier League will bring in in a multi-ball system to reduce delays when the ball is out of play.

There will be 12 balls in total - the match ball, one with the fourth official, eight around the pitch on cones next to a 'ball assistant' and two more at locations of the home sides choosing

There are also provisions for games being postponed because of missing players, although the Premier League will assess each team's request on a case-by-case basis, unless there is another covid variant of concern.

"Approval will only be granted where the impact of player unavailability on a club's squad is truly exceptional and where the club concerned has taken all reasonable steps to avoid the necessity to make the application," it says.
