The referendum in 2016 was an anti-establishment vote, as was the election of Trump. The establishment needed to wrest back an element of control and it was imperative for them to keep a foothold in the EU. They knew they could steer and manipulate May in their direction and that it would result in a compromise that suited them and avoided a clean break. It was in their interest that negotiations were kept under wraps for as long as possible and then, when the outcome was announced and chaos ensued, they could use pressure to keep steering people in their favoured direction.
There should have been a cross-party Brexit department to deal with this, so lines of communication were kept open to everybody and early, potential issues could be flagged up but of course that wouldn't have suited the power brokers.
The referendum result and the election of Trump were huge messages from vast swathes of people that they were sick and tired of political self-interest, exploitation, greed and indifference to grass roots needs. They saw nothing changing for the better. They demanded change and still expect change. Whether it will be delivered is another matter.
