Spend 3 months of public meetings looking at biodiversity and ecology, landscape and design, recreation and tourism, the economy and jobs, new homes and cultural diversity.
Then put up 15 blocks of high rise flats 25-30 storeys high with far reaching views over the South Downs National Park and the Adur Valley. That will then be blighted by an inappropriate development to all others.
Finally put features on the area in the national press, London papers and major cities around the world (including Russia, China and the Gulf States). Follow up with sales and marketing.

Solid idea. I'm sure plenty would reinforce that decision.
If anyone believes this will end up as anything but unaffordable high rise flats, they’re deluded.

The suggestion about making it in to something like the Eden Project is the best idea.
Include a wild nature reserve with walking trails, family bike hire / routes, & maybe a fishing lake, and it could be an absolute gem of an attraction.
