Isn't that the place that can't be bothered to put a lift in for disabled people even though their planning agreement says they have to?

Yes they really support those in need.

Cheap shot,there is disabled access just not to the roof terrace.The owner has spent a lot of money and helped rejuvenate that area,maybe his costs escalated and that had to be sacrificed.Easy to be a critic when your not paying.
