Potter could have a career earning millions without achieving anything significant in the game it happens sometimes. Had a bit of success in Sweden in a pub league, mid table finish with Swansea relegation scrap with us then on to Spurs for £8m a year
He either took a pub league team and got them to a nation's top division where he took them into European competition where he beat Arsenal...
or
He took a team of, basically dead people and non-humanoids and got them to perform creditably in a pub league (the Swedish top flight)
Either are tremendous feats of fortitude, perseverence and, yes, management.
And, no, he's not grand enough for Spuds. Yet.

Well anyone looking for a manager would be a bit dumb just to base their selection on the position of our team. Anyone with sense could see that dropping Harry Kane into our front line would see us considerably further up the table. Take into account the player for player Spurs have a better squad, who knows what Potter could do for them. Look what Pochettino did and he had only just come from Southampton!

Opportunity to increase his salary massively, a chance to manage one of the biggest (underperforming) sides in this country, work with top class players including one of the best strikers in the world (if he stays), 60k stadium, competing for and playing in Europe, cup runs, or, stay at a team whose aspirations are to achieve top 10 at an underdetermined point in the future. He’s been managing for 10 years and these opportunities do not come up very often. He’d be mad to turn it down.
I can’t see Spurs going for him though. He’s not achieved a great deal yet but I bet a number of clubs are watching his progress with interest.

The club are hardly going to tell Naylor details of their spend budget. And even if they were it’d be fairly amateur to say “we’re gonna spend biiiig this summer! £50m on a striker”.
Sometimes people have a career path that they have laid out for themselves. ... He is an intelligent guy and will know the pitfalls of moving up the ladder too early... Its not as if he hasn't got time on his side....

When opportunity comes knocking you grasp it. Football is not like normal business and careers. Plus his career trajectory fits the narrative you propose with the clubs he’s managed and Spurs could be a logical next step. Anyway, this is probably all pretty meaningless as the Salzburg manager seems the favourite and Potter would be high risk as he’s not achieved anything yet.

I see Spurs have now missed out on their target at Ajax. Guardian now reporting Scott Parker and our Graham as being of interest to the spuds. If Potter were to go, good luck to him. My fear would be that we'd go for Fat Frank next. Ashworth is a big fan of his apparently.
