[Football] PETITION Govt & EFL, support for other clubs and stronger ODT

This petition is currently stuck around 30,000 yet plenty of clubs have faced and continue to face ownership problems.

Nowhere locally to Brighton has over double figures. The petition originates in Wigan and has had backing from Newcastle so far.
