The recruitment department will be scouting, literally, thousands of players. This was included in an article in the Argus a month or so after Jose Izquierdo had signed:-

Izquierdo, for example, was one of 874 wide players covered by head of recruitment Paul Winstanley and his army of scouts and analysts. The number of strikers looked at reached four figures. That is almost 2000 players for just two positions, across the world. 300 player reports are compiled a week. It is a painstaking, year-round process in which some players are tracked for years. No amount of attention to detail can compensate for the uncontrollable variables. For example, like a wife who does not want to move - which scuppered one deal Albion had in place.

Of course some of those players, at any one time, are likely to "be out of budget range".

Of course although common sense says you would seek out the targets current wage, look at the league he plays in see other transfer fees from said league to gauge an approx fee before going any further. So my point being most of the players scouted would be within the clubs budget.
