I've seen that there's some good legal advice posted in the past re cars, fines, tickets etc so wondering if anyone has knowledge of the above and the fees.

Specifically in the case where a vehicle has been stolen and the victim needs to pay the recovery fees to get their car back. Are they recoverable at all? The insurance company can cover it in the claim but that requires you to put in a claim and pay the excess, NCD loss (if not protected) etc and in this case there's no damage (keyless entry theft, car stopped a couple miles from home as it had a tracker and proximity alarm on a geo fence) so an insurance claim will be submitted. The victim is presented with a bill of £150 + £20 per day.

They have the twocer locked up and will be prosecuting, I'm thinking via the victim personal statement extra costs such as taxis and the impound fees can be recovered. Local police force don't seem to be very knowledgeable.
