Not sure what is being done there but it's been there for a while already; in fact long enough to now be on Google Maps.

There's been a temporary road there for the last couple of years. I believe it was to allow lorries etc to build the infrastructure for the offshore windfarm. I.E - dump earth etc dug up during the cable runs.
