What a load of crap. Because of vast sums marketing, sure will have an audience in first year but doubtful after. ECB just trying to kill County game which is proved by half of games played in April,May and September. Our 20/20 competition has taken off and most grounds have record crowds.
England captain Morgan said much needed because 20/20 not easy to understand. Whole thing is a joke.England players have to play in this but have a job to play for Counties in other formats

I didn't realise teams would have men and women playing for them, bit unfair to have Joffra bowling at 90 miles an hour to a women isn't it or a women bowling to Stokes.

Or have I misunderstood what is on the BBC website

Well. Clearly because the wealthy test staging grounds want to make sure they get a slice of the pie and want to make sure cricketing backwaters like Somerset and Essex (our best two county teams) are nowhere near it.
