I don't get why you would have two options which are effectively the same though and no second referendum has been advised, so I don't believe this to be true.

Perhaps and maybe are synonyms so it probably won't pass the scrutiny of the electoral commission and it's almost certain not to be legally binding. I imagine Gina Miller would have a field day.
