I think international management would suit Chris well.
It's difficult to see what the circumstances would be in which he would get another premier league job. His reputation of fine man, great defensive organiser is only likely to appeal to a team already in a relegation death spiral. But if his main goal is to prove himself a top half premier league manager, wouldn't he be better off at a decent sized championship club where he can have another try to build from solid foundations?

There is some very good money in just specialising in saving clubs halfway through the season when they have lost the plot and have to get back to basics. I think Alardyce earned £3m from Palace in just 3 or 4 months.
At his stage in life he is better off with short term contracts rather than a long term project. He may feel differently though.

Assuming that his departure wasn't a mutual termination (which it seems), is it possible that he can't accept another role without paying Albion back/forfitting future redundancy payments?

I have to agree with you on this. He was very lucky that the season ended when it did. Another couple of games and I think we'd have been relegated. He didn't seem to know how to stop the rot that had set in. That is what a PL Club in trouble would be looking for. He couldn't do it at Norwich either. Both teams in free fall when neither wanted it nor needed it and Hughton simply didn't appear to know how to stop it. No doubting he is a lovely man, well thought of, etc., etc. but he wouldn't be my choice to take over a floundering team in a relegation battle. Sorry Hughton fans. I'm not being disrespectful, it's just my take on things.

He managed to get them to 12th place, 13 points ahead of us but I still wouldn't want him here.

... because he spent nothing at both Norwich and then Brighton? Nonsense. He had plenty of money spent on the squad, but rejected most of the players who came in who were better than his Championship players, but less trusted. He's a negative manager and that only becomes worse when the team is struggling. He's a very good Championship manager but a bottom end Premier League manager. He isn't a short term fix unless you've given up, and want to have a good go at the Championship the following season.
