Windows 10 has this annoying feature linking the log on user to an outlook account by default.
Even if you haven't got one, I'd create a new non outlook user on that machine (after getting in) and try logging on with that.
Like with most things windows a new profile usually cures many problems.

Profile corruption is very common. Create a new admin account. Your old files for your existing profile c:\users\account name you can then move to your new account directory, desktop favourites, documents, photo etc. There is probably a tool to do this for you but if there is corruption and then you could be restoring the same issue.
