[Help] NSC privacy notice repeated - even after signed in? also opt out query

popup appearing every few minutes, or when i view a new thread- i accept once, even when signed in, but they re-occur?

More general gdpr query- is there a way to view WITHOUT cookies? I thought this was meant to be an opt in process now- not assumed consent, with no easy way to manage options..
