I'm wondering if 'L-Ouse = Loose' could have something to do with the answer.

Probably not though.

However, 'bar of soap (6,6)' is my favourite cryptic crossword clue of all-time.

Has to be Portsmouth.

Left = port
Out to sea = mouth

to skin someone is to t wat them
sunset point gives the s.
