I was referring to the quote about him being allowed to play he were he to have been an EU citizen. It would have been fairer of me to blame our own racist rules which discriminate against qualified citizens from outside the EU.
And no one mentioned Brexit.

It could be about building a case. His winning of player of the league in Belgium last season would be part if this. If he could pick up a player of the tournament award here or similar, or African player of the year or suchlike, then that would all count in his favour.
His inability to play in the U.K. is due to Britain’s own immigration system. This has nothing to do with the EU.
Here is the criteria I found on the internet machine
What are the criteria which will be used?
Until 2015, football players needed to have played in at least 75% of their country’s senior international matches over the previous two years to play in the UK. Eligibility for a GBE now depends on a national team’s FIFA ranking, as follows:
Official FIFA Ranking Required % of international matches in past 2 yrs
FIFA 1-10 30% and above
FIFA 11-20 45% and above
FIFA 21-30 60% and above
FIFA 31-50 75% and above
In the case of players aged 21 or under at the time of application, the period is reduced to one year. The aim is to make it easier for young, outstanding talent to grow their game in the UK.
If a club’s application is rejected, there is an appeals process. The Exceptions Panel is the appeals body which will consider, on a points based system, the player’s experience and value before deciding whether the player can join the club, regardless of their failed application. A stricter assessment of relevant objective criteria will now be applied in an appeal.

FIFA is due to announce the new world ranking on the 25th July, but there is little prospect of South Africa breaking into the top 50. They currently sit in 72nd place, 88 points behind Ghana in 50th. (https://www.fifa.com/fifa-world-ranking/ranking-table/men/)
Our best hope is probably the exceptions panel, but only the club are in a position to know whether Percy satisfies the criteria around salary and transfer fees:-

The player’s wages are within 20% of the 50th percentile of qualifying wages. 1
The player’s current club is in a secondary league and the player has played in at least 30% of available minutes. 1
The player’s current club has played in the final qualification rounds of a continental competition within the last 12 month and the player has played in at least 30% of the available minutes. 1
The applicant club is able to show that the player has participated in the secondary percentage of senior competitive international matches during the relevant period OR the player's national association was a semi-finalist in the Asian Cup or African Cup of Nations in the twelve months prior to submitting the application for a GBE. If the player's national association is ranked outside the top 60, then the the player must have participated in at least 75% of the competitive international matches played during the relevant period. 1"

My first view of Tau last night. Considering Egypt had most of the ball I thought Tau looked pretty lively for SA and was their main threat. Not too much time to shine last night but what he did seemed pretty good to me. Likes to cut in from the wing and get shots off. Also looked stronger than I thought and certinly put himself about.
Will be watching again on Wednesday night when they play Nigeria.
