Hey IT people, yes I could probably it/work it out for myself. I'm fairly tech but not support really

I want to create an account on a laptop which is locked down almost entirely

The user should be able to (only at this stage)

Run Open office
Access a list of whitelisted websites only. Browsing history should be saved
View PDFs.
Copy MS/Open Office documents from a USB stick and save in the documents folder
Connect to WiFI
Chrome
Team Viewer
A nice to have would be a splash screen with a terms and conditions 'Accept' at logon

And that I think is it.
Not install, change ANYTHING
I've got a Windows 10 to test, though the live laptop(s) maybe 7/8 or 10, don't know yet
If more websites need adding to the whitelist (permanently or temporarily) can this be done by say, running the browser as administrator and not logging the account off?

I would have used PolEd on NT4 and Group Policies on Win2k+ (see I'm old) just these are standalone machines and I haven't done any admin for years
