Some good ideas and some odd ones but here's my take.
Separate time keepers. Keep the match at 45 minutes each way (we're not american football) and final whistle when ball kicked out of play. Players should be able to cope with a 90 minute match, after all, when necessary they play an extra half hour in some cup games.
5 game ban for simulation whether advantage gained or not. Cannot fathom why the FA differentiate between someone that cheats and gets caught by the ref and those that don't.
Keep the offside law but remove this rubbish about 1st and 2nd phase. Don't think many refs fully understand that.
Revert back to Linesman and get them to signal immediately the ball goes out of play rather than wait authority from the ref.
Mike up refs. They need to explain themselves more.
In tribute to another thread, refs to allow about 10 seconds before deciding whether worthwhile advantage has been gained, not just seeing if the next pass reaches someone.
It isn't obstruction as it is allowed within the laws, ie if the ball is within playing distance you can shield it. It's also not classified as time wasting, ie the ref can't add time because of it, as the ball is in play. They could of course change the rules (that would seem to suit BG) with regard to shielding the ball but don't see it as a major problem. Up to the opposition to get players in there to win the ball.

Any player starting the match wearing a short sleeved shirt, with no Under Armour type top but wearing gloves, should be sent back to the changing rooms for a good ten minutes to think about his actions.
