Just when I thought I was clear that they were booked after the cutoff and could play. Boom! The BBC website preview says they're both suspended.
What does the great mind of NSC understand to be the truth?

PL rules clearly state the yellow card amnesty is after game 19 ( Watford ).

According to the FA website we have no current or pending suspensions. http://www.thefa.com/football-rules-governance/discipline/suspensions

Although I must admit their explanations are contradictory giving both 19 games and 31 December as the cut-off for 5 bookings. We played our 20th game before today - so would be caught by one interpretation, but not by the other. However, their detailed explanation clearly says bookings in 20th game do not result in a ban.

You have to say, given you don’t need to do much these days to get booked, 5 bookings in 19 games seems a low number to warrant bans? It’s about time they increased the limit.

Cut off games are after 19 for 5 cautions and then again at 32 games which is a 2 match ban if 10 bookings have accrued.
