Whilst I take no particular umbrage in filling out and returning the this form to make sure our information is correct, what is the legality of the following statement on the bottom of the page:

"It is a legal requirement to provide the information requested (i.e. updating your registry details); if you don't you could be fined £1,000."

How can they fine you for not providing that kind of information?
