Sounds to be yet another playerhd problem. They appear for some reason to have blocked commentary abroad after advertising the service as being available anywhere.
Have you contact them ?

Anyone notice that the commentary now cuts off right after the game and during half time ?

Only seem to get the build up and commentary. No comments at half time and cuts out five minutes after match ends. Will be annoyed if this does not work abroad. Is this intentional or another c*** up?

If not available abroad definitely mis-sold.
There is now a disclaimer on the support chat that states subscription packages are only available in the country of purchase.
When you sign up it clearly states available anywhere is the world.
