Environmental health dept at council is good place to start. Should (things may have changed) be an unmarked van to avoid awkward conversations with the neighbours.

You can get some decent "Flea Bombs" these days, set one off in each room with the doors closed and head to the pub for a few hours.
May take a couple of rounds to get rid of the buggers unfortunately and they're not that cheap
