Nothing new there I don't think. They have always been enforceable. It looks like she was just belligerently racking up charges day after day. They were always going to take her to court for this one, given the sum involved. It's the one-off tickets with the potential for valid challenges, that they will rarely take to court, given the cost involved vs the relatively low return.

The tread title is misleading. It needs the words "if a valid contract between both parties obtains".
