Sin bins, maybe - rolling subs, no.

And this use of technology worries me a bit - how far down the pyramid do they expect it to go? It will price out grass roots and schools football altogether if it goes down to that level - imagine a pub team having to pay out for technology, or councils having to install it (they wouldn't)!
Although I fail to see why, at matches covered by Sky now, the fourth official can't occasionally have a word in the ref's earpiece when a bad decision looks like being made. "The ball was over the line - it was clear on TV, so that's Germany 2 England 2 at halftime, then" would have been good for starters!
