Bit difficult to compare before the 24 team league, but its true from the 88/89 season. Last year was a bit of a freak as Hull (2nd) lost 15 points to Burnley from game 28 to game 46, and ended up 4th, so let's not all go sucking each others dicks just yet.

No-one, since 88/89 when the 24 league was formed.
In fact only 5 teams have amassed 60+ points on game 27 since then:

West Ham 1991 - 60 - Finished 2nd, 5 points clear.
Newcastle 1993 - 61 - Won by 8 points
Fulham 2001 - 67 - Won by 10 points
Reading 2006 - 66 - Won by 16 points
Leicester 2014 - 60 - Won by 9 points

So, no pressure lads . . . .
