This is only a 'supposing' and playing devils advocate really.

Forest failed to submit their accounts and got a transfer embargo for which they came out of today.

Just as a suppose, what if we decided not to submit our accounts knowing we didn't need to sign anyone, what happens? And where would it stand on FFP?

The answer in basically in the article you posted

A delay in submitting audited accounts meant the club were under embargo from 1 January until accounts were submitted.

So if we failed to submit, we would have an embargo placed upon us until we submitted them regardless of whether we actually end up passing or failing FFP
