How is it paid?

Clubs get the following amounts over the three seasons.

In season one, 2016-17, Villa would get £40 million

In season two, 2017-18, Villa would get £33 million

In season three, 2018-19, Villa would get £14 million.

No double dipping

So... if they went up this year that would cancel out the following £33 mill. But if they went down next season would it not start at £40 mill again?

That would be my understanding. They would be paying PL wages for a season so would start again if they went down.

Hence WBA yoyo'd for a while before establishing themselves as a Prem club. Always had their parachute payments at the highest dollar to rely on.

Do they get it twice over ? If go up and down then up and down?

No, if they get promoted those specific payments stop and they get the PL money.

If they get relegated again they get the 1st season parachutes again (declining over 3 seasons).

As for which clubs receive them, I think it's the last year for Reading, Fulham, Cardiff and Wigan. Couple years left for QPR (old rules).

Obviously Villa, Norwich and Newcastle on the new 3 season system.

Clubs getting parachute payments lose a few £million (called Solidarity Payments) of the Championship TV money. Norwich get parachutes for only two years because they were only one season in the PL.

Some clever researcher (with patience) could collate the data:

My interpretation:

Old system (relatively small)

Last year for Reading, Wigan
Two years for Cardiff, Fulham
Three years for QPR

New higher payments: (substantial)

Three years for Newcastle, Villa
Two years for Norwich

Parachute payments: the Premier League's way of saying 'what goes down must go up.'
