Albion are set to break their transfer record by capturing Spurs prospect Alex Pritchard.
The Seagulls are in advanced talks to add Pritchard, 23, to their forward options.
They have agreed a fee with Tottenham and are discussing personal terms with the player and his representative.
The initial fee will eclipse the £2.5 million they paid up front for Craig Mackail-Smith five years ago.
The complicated deal also involves various add-ons and is not linked to any potential departures.
Newcastle have yet to return with an improved bid for French winger Anthony Knockaert and Burnley have not made a further move so far for midfielder Dale Stephens.

Boss Chris Hughton, who worked with Pritchard at Spurs, regards the ex-England under-21 international as a creative No.10 to play behind a main striker.Pritchard impressed when he last played in the Championship on loan to Brentford in 2014-15, helping them to the play-offs with 12 goals and seven assists.
An ankle injury sustained in the Euro under-21 Championships then halted his progress at Spurs after signing a new four-year contract.
He ended last season on loan to West Brom, where he made only two appearances, and does not feature in the first team plans of Mauricio Pochettino at White Hart Lane.
Pritchard had loan spells earlier in his career with Peterborough and Swindon.
