From what I recall it's about Stockers not wearing a hat, moving left and right and leaving Fulham since they weren't quite up to the task.

Bowdon actually , Cheshire
The first version I heard was from the Barmy Army in 1998
Mark Waugh is an Aussie
He wears a baggy cap
When he saw the booky's cash
He said "I'm having that"
He shared it out with Warnie
They went and had some beers
And when the ACB found out they covered it up for years

He scores with his left foot
He scores with his roight
And when we play the Albion
He scores all fooking noight.

There's different versions I've heard being sung, I prefer the original to the one which seems to be most popular now:

Oh James Wilson is magic,
He wears a magic hat,
He could have stayed at Man U (however when first sung this line was 'and when he saw the Amex')
He said no f#ck that (originally was 'he said I fancy that)
He scores goals with his left foot,
He scores them with his right,
And when we get promoted, we'll sing this song all night
