It's not hard to believe that doing low altitude loops in a vintage aircraft over built up areas would have such a high risk rate. this was totally preventable. The regulators should do their jobs probably. The organisers and the pilot should have known better.

Hill clearly took advantage of poor procedure, and he was still obligated to make his flight plan known. He didn’t and ultimately chose to ignore the known safety parameters of his display type as well.

Whilst some blame will go to the organisers Hill personally lacked due diligence on this matter.

Most of the aircraft that day were only doing fly pasts so it is the responsibility of the pilots to bring to the attention of the organisers any stunts they wish to perform.

Absolutely........quite incredible given the H&S stuff done these days that something like this wasn't properly risk-assessed beforehand.
