Lucia Leon’s 90th-minute strike was enough to send the North Londoners through to the last four of the competition where they will face Nottingham Forest.
Manager James Marrs named a youthful line-up for the match, as Bronwen Thomas was given her first start, while Leah Samain made her senior debut in goal.
Tottenham could have broken the deadlock inside the opening two minutes when Wendy Martin took advantage of a poor backpass, but fired her effort over the crossbar.
Ronnell Humes was next to test the Albion defence with a close-range strike which Samain pushed round the post.
Humes tested Albion’s debutant shot-stopper once again with a looping free-kick, which she pushed over the bar.
The Seagulls struggled to make inroads into the Spurs defence, but Lucy Somes almost managed to connect with Lily Agg’s ball into the box before the danger was cleared.
Humes was clear on goal again, but skewed her effort wide, before former Seagull Mollie Kmita headed an attempt wide at the back post.
Martin came close once again after she headed wide from Riana Soobadoo’s ball into the box.
Albion had their best chance of the half after Hollie Olding played a superb long pass into the path of Charley Boswell, who forced a strong two-handed save from Toni-Anne Wayne.
Samain was called into action again in the closing stages of the half to make two saves to deny Sophie McLean and Martin.

Martin continued to be a threat for Spurs and came close to breaking the deadlock again when she flashed a strike across the face of goal.The striker then took advantage of a mistake in the Albion defence, but shot wide of Samain’s near post.
James Marrs was forced to make his first change of the afternoon after Boswell landed awkwardly following a challenge by Rosie Kmita and was replaced by Lisa Fulgence.
Albion increased the pressure on the Tottenham goal in the closing stages of the game, as Charlotte Gurr fired an angled attempt wide before Fulgence’s looping strike forced a one-handed save from Wayne.
Gurr struck wide of the post again, but it was the hosts that scored the only decisive goal of the game in the 90th minute.
Leon fired the ball past Samain at the second attempt from inside the box to send Spurs into the semi-finals.
