As the article makes clear, child marriages have been illegal in Pakistan ever since the state was created.

This law, stipulated in the Child Marriage Restriction Act of 1929, has been ruled by the CII as non-compliant with Islamic laws.
In May 2014, the council reiterated its earlier ruling that girls as young as nine-years-old were eligible for marriage if “the signs of puberty are visible”

Be that as maybe, the law is the 1929 Act. The CII's opinion is merely an opinion.
Rumour would have it that Mary was just 14 when she gave birth to JC, and married. Is our law anti-Christian too?
