Latitude has nothing to do with it. Comparative poverty does. All the worst places are amongst the poorest in England.

My postcode seemed quite healthy, and its not south.

poverty is linked but its not the cause. its a symptom of the same underlying issues, what ever they are. i'd venture education outcomes and social mobility will mirror the same locations.
