Some engineer or programmer figured out how to do it, showed an exec on a "this is cool but useless" basis, and the exec ran with it is what I'd imagine happened.

still dont understand what has been done, seems some differing inputs from car techies. but the thing i do get its probably been to enable higher performance and high MPG while fitting emissions regulations. dealling with emissions kills engine efficiency, so you can see motivation to be able deliver both through some fiddling of the testing.

I'd love to know and how high the conscious decision was made. It will all come out in the coming months and years. The fall out will be huge for the company and some individuals

This won't stop at VW, you can count on that. The engine management systems are highly sophisticated bits of software developed by specialist external automotive suppliers and purchased by the car manufacturers.

The only difference between VW and the other big car companies is that VW have been caught and the others haven't been yet. There will be some seriously worried middle-ranking car execs and engineers brushing up their CVs and logging onto Monster.com tonight...

Tip of the iceberg, just how dodgy are the MPG figures ?

Harder to fudge though as easily proven one way or another. My Passat was good for 60+ mpg as advertised but presumably at a cost to the environment. My current Audi has the engine involved in this cover up so I am very interested in what is going to happen now.
