i have no doubt manufactuers "tweek" the output when in test, but two things strike me as odd. firstly, VW have a reputation for very good emission ( i recall they pioneered using FI to aid compliance) and ze Germans wouldn't stand for this. secondly a factor of 40x change? i cant see how that would be possible, emissions are related to overall power and your only going to get variation in a small range before combustion process fails.
I didn't happen in Germany.

well yes you could say that, but theres more to emissions than NO, which i dont beleive we test for in UK.
Wouldn't happen in Germany!
