OT - Notebooks

I have been asked by a young mum to help select a Notebook for her daughters school work, so must have Excel, Word etc. She has about £250 to spend

But its blind leading the partially sighted

Some seem to be Chrome books and some run on Android - I am really confused.

Any advice gratefully received.
