In my opinion they are both in the wrong. It looks like the guy on the bike is actually given a fair bit of room. Living in Reading I can say however that with parked cars on both sides that road can be narrow.
owever chasing after the guy and shouting out his number plate is just an over reaction. However, can't fault the cyclist for his ... call the police. You aren't wearing a seatbelt and also the run and attempted kick is hilarious
