Annex 12 does indeed seem to be allowing teams to negotiate their own deals. All versions of FFP are completely worthless aren't they?

It was never going to work.
Platini lost interest when PSG was taken over and had all that money to throw about, but they're never going to be able to balance the books as far as FFP is concerned.
