With a Conservative majority, and plans for further devolved powers to Scotland, it would seem a given that there was some element of EVEL.

i think there's a genuine recognition that they need to change the UK into a federal system. they will devolve more power to the nations, and probably bar MPs of from the nations to vote on devolved powers. Barnett formula will be removed with some tax raising powers given instead (let them tax themselves to provide the extra if they want it).
