For a football team that wins promotion to choose not to accept it/refuse it and stay in the league they got 'promoted from'?

I'm sure there has been talk about teams with in the non league set up who have thrown their final few games to avoid promotion when in a promotion place with a handful of games left. It may have been that the club decided that they couldn't afford the costs of promotion or (more likely) it's just an urban myth.
